The verdict in three sentences

For most SMB brochure and institutional sites, EU-located shared or managed VPS hosting is enough to comply with GDPR, provided you have a signed DPA and no personal data transferred outside the EU. A sovereign cloud (OVHcloud, Scaleway, Outscale) is only justified if you process sensitive data or require immunity from the US Cloud Act. The real cost is not the hosting itself (120 to 3,600 EUR/year) but the subprocessor chain: CDN, email, analytics, forms.

The three EU hosting families in 2026

Here are 2026 ballpark figures for a moderate-traffic SMB site (10,000 to 100,000 visits/month), hosted and billed in the EU.

Hosting typeMonthly priceAnnual costGuaranteed EU dataTarget
EU shared (OVH, Infomaniak, Hetzner)10-30 EUR120-360 EURYesBrochure site, blog, low traffic
Managed EU VPS40-120 EUR480-1,440 EURYesInstitutional site, light e-commerce
Sovereign cloud (Scaleway, Outscale)90-300 EUR1,080-3,600 EURYes + Cloud Act immunitySensitive data, regulated sector
US cloud (AWS/GCP EU region)60-250 EUR720-3,000 EUREU region but Cloud ActAvoid for sensitive data

The classic trap: a site "hosted in the EU" whose CDN, Google Fonts or analytics send IP addresses to the United States. Locating the main server is not enough.

GDPR compliance checklist and associated costs

Compliance itemRequired status2026 cost (ballpark)
Signed DPA (data processing agreement)MandatoryIncluded with EU hosts
SSL/TLS certificateMandatory0-90 EUR/year (Let's Encrypt free)
Encrypted EU backupsRecommended60-300 EUR/year
Compliant EU edge CDN (BunnyCDN, Scaleway Edge)Traffic-dependent5-40 EUR/month
Cookieless analytics (Plausible, EU Matomo)Recommended0-19 EUR/month
Compliant consent bannerMandatoryIncluded in dev, ~300 EUR setup
Subprocessor registerMandatoryInternal documentation

These items add up on top of raw hosting. A genuinely compliant institutional site costs in practice between 600 and 2,000 EUR/year all-in (hosting + backups + CDN + analytics), before application maintenance.

Mini case study

Marc, IT director of a 45-employee industrial SMB in Berlin, hosts his bilingual institutional site on EU shared hosting at 18 EUR/month (216 EUR/year). An audit reveals his contact form routes data through a US service and that Google Fonts loads directly. Fix: move to a managed Infomaniak VPS at 55 EUR/month (660 EUR/year), self-hosted fonts, EU Plausible analytics at 9 EUR/month. Annual overcost: 660 + 108 - 216 = 552 EUR. In return, he eliminates two uncontrolled non-EU transfers and secures compliance ahead of a public tender where the GDPR criterion carried 15 % of the score.

FAQ

Is hosting in an EU region of AWS or Google Cloud GDPR-compliant? The data stays physically in the EU, but the parent company is subject to the US Cloud Act. For a brochure site with no sensitive data it is tolerable; for health, HR or public-sector data, prefer a sovereign cloud (roughly 30 to 60 % overcost).

What is the price gap between shared and sovereign cloud? A factor of 5 to 10: 120-360 EUR/year for shared versus 1,080-3,600 EUR/year for sovereign. The question is not price but the real sensitivity of your data.

Is SSL really free? Yes, Let's Encrypt covers 95 % of needs for free. An EV certificate (extended validation) costs 150 to 400 EUR/year and only makes sense for banking or high-trust e-commerce.

Who is liable in a breach: the host or me? You remain the data controller under GDPR. The host is a processor: the DPA splits obligations, but the regulator sanctions you first. Hence the importance of an up-to-date subprocessor register.

Should backups be paid separately? Often yes. Many cheap offers include only a 7-day backup. Budget 60 to 300 EUR/year for encrypted, daily, tested backups with 30-day retention.
