The verdict in three sentences
A 1 to 4 spread between quotes rarely means a vendor is overcharging: it usually means nobody measured the functional size of the application. Function point analysis (IFPUG or COSMIC) measures what the software does for its users, regardless of technology, and one point costs 400 to 1,000 EUR in Western Europe (roughly 500 to 1,300 USD in the US) depending on complexity and delivery model. By requiring a count before signing, a mid-size company CIO cuts the uncertainty range from ±30% to ±10% and finally compares like with like.
Why your quotes vary by a factor of four
When a CIO sends a ten-page brief to three vendors, each reads it through its own assumptions. One counts a reporting module as three screens, another as a data warehouse. One includes migration of historical data, another leaves it out. The final price mostly reflects interpretation, not value.
Function points neutralise that bias. You count five element types: external inputs (data entry forms), external outputs (calculated reports and exports), external inquiries (simple lookups), internal logical files (the business tables the application maintains) and external interface files (data read from another system, such as the ERP). Each element gets a weight of 3 to 15 depending on complexity. The total is a size, like square metres for a building.
| Element type | Example in a business app | IFPUG weight (low to high) |
|---|---|---|
| External input | Order creation form | 3 to 6 |
| External output | PDF invoice with tax calculation | 4 to 7 |
| External inquiry | Customer search | 3 to 6 |
| Internal logical file | Contracts and amendments table | 7 to 15 |
| External interface file | Item master read from the ERP | 5 to 10 |
A typical mid-market business application (orders, customers, inventory, invoicing, dashboards) weighs 150 to 400 function points. Below 100 points it is a simple tool; above 600 it is a full line-of-business system that should be split into releases.
From function points to budget: 2026 ranges
The cost per point depends on three variables: team productivity (hours per point, often 6 to 10 h in modern web development), the blended day rate and the level of non-functional requirements (security, availability, testing). Here are the 2026 orders of magnitude.
| Delivery model | Developer day rate 2026 | Indicative cost per point | 250-point application |
|---|---|---|---|
| US consultancy, senior team (onshore) | 1,000 to 1,400 USD | 1,100 to 1,400 USD | 275,000 to 350,000 USD |
| Paris or London consultancy | 650 to 750 EUR | 800 to 1,000 EUR | 200,000 to 250,000 EUR |
| Regional European agency | 450 to 600 EUR | 550 to 800 EUR | 137,500 to 200,000 EUR |
| Nearshore French-speaking team (North and West Africa) | 250 to 400 EUR | 400 to 550 EUR | 100,000 to 137,500 EUR |
| Low-cost fixed bid | 200 to 300 EUR | under 350 EUR | under 87,500 EUR, high risk |
Beware the nearshore trap: a day rate half as high does not halve the cost per point. Coordination, specification loops and acceptance testing weigh more. A real saving of 30 to 45% is a sound order of magnitude, provided the team is stable and the project lead understands the client's business.
Uncertainty narrows as the project matures. At idea stage, a quick indicative count gives a ±30% range. After detailed functional specifications, validated wireframes and a defined data model, it drops to ±10%. That is why a firm fixed price signed on a ten-page document almost always hides a 20 to 40% risk buffer that you pay without knowing it.
How to use the method to challenge a quote
Ask every vendor for three figures: the number of points counted, their productivity in hours per point and their blended day rate. If a 180,000 EUR quote rests on 400 points and a 45,000 EUR quote on 120 points, the issue is scope, not price. The cheapest bid probably ignored data migration, role-based permissions or ERP interfaces.
Three rules complete the analysis. Add 15 to 25% for project management, testing and go-live if the quote does not show them separately. Budget 15 to 20% of the build cost per year for corrective and evolutive maintenance. And fund a 3 to 6 week discovery phase before the main contract: it typically costs 5 to 8% of the total budget and halves the risk of overrun.

Mini case study
Michael, CIO of an electrical supplies distributor in Columbus, Ohio (140 employees), receives three quotes to replace an Access-based quoting and ordering tool: 50,000, 105,000 and 195,000 USD. He commissions an independent count during discovery: 260 function points.
At 600 USD per point with a nearshore-plus-onshore blended team, the target budget is 260 × 600 = 156,000 USD, a range of 140,000 to 172,000 USD after specifications (±10%). The 50,000 USD bid actually covered 80 points: it left out ERP interfaces and the migration of 12 years of history. The 195,000 USD bid embedded a 30% risk buffer. Michael negotiates a 165,000 USD fixed price with the third vendor, split into three releases, saving 30,000 USD against the highest offer with no loss of scope.
FAQ
Do I need a certified counter?
For a project above 100,000 EUR or USD, an IFPUG or COSMIC certified counter is advisable and usually charges 800 to 1,200 EUR per day. Counting 250 points takes 2 to 3 days, under 3% of the budget.
Do function points work with agile delivery?
Yes: count the initial backlog for budgeting, then track velocity in points delivered per sprint. A team of 4 developers often delivers 15 to 30 points per two-week sprint.
What spread between two quotes is normal?
On a counted and shared scope, a 20 to 35% spread reflects differences in rates and organisation. Beyond 50%, the scope is not the same and the question must be reframed.
Does the cost per point include hosting?
No, it covers the build: design, development, testing and go-live. Cloud hosting for a mid-market business app costs roughly 100 to 600 EUR or USD per month depending on load.
How do I estimate before writing a specification?
An indicative count based on the list of business tables (about 35 points per internal logical file) gives a first ±30% range in half a day. That is enough to decide whether to fund a discovery phase.
