The verdict in three sentences
For a company of 300 to 2,000 employees, a custom employee self-service HR portal built with a lean offshore-nearshore team costs around 8,000 to 24,000 EUR (the equivalent of 40 to 120 million MGA in our Antananarivo reference project), depending on modules and payroll integrations. The project ships in 3 to 4 months and removes about 60 % of HR desk requests: leave, employment certificates, payslips, address updates. In a contact center or plant with high turnover, the HR team gets back one to two people's worth of time.
The HR desk, the bottleneck of large workforces
In contact centers and production sites, whether in Amsterdam Sloterdijk or Antananarivo, HR receives dozens of repetitive requests every day: leave balance, employment letter for the bank or landlord, payslip copy, change of bank details. Everything goes through a paper form or a message to the supervisor, then re-keying into Excel or the payroll tool.
With rotating shifts and turnover of 25 to 40 % a year on some floors, volume never drops. Leave balance errors create disputes, and labour inspectors expect up-to-date records.
| HR request (2026 estimate, 800 employees) | Monthly volume | Time at desk | Time with portal |
|---|---|---|---|
| Leave request | 520 | 8 min | 1 min (manager approval) |
| Employment certificate | 140 | 15 min | 0 min (automatic PDF) |
| Payslip copy | 210 | 6 min | 0 min (download) |
| Contact detail update | 90 | 5 min | 1 min (check) |
| Leave balance question | 300 | 4 min | 0 min (displayed) |
| Expense claim or advance | 80 | 12 min | 3 min |
Modules, prices and timelines
The core of an HR portal includes the employee directory and file, a leave and absence workflow with manager approval, payslip publishing from payroll and signed certificate generation. Mobile access is essential: most agents and operators have no personal workstation and check from their smartphone.
| Scope | Modules | 2026 budget (EUR) | Timeline |
|---|---|---|---|
| Core | employee file, leave, PDF certificates, mobile access | 8,000 to 12,000 | 3 months |
| Intermediate | + online payslips, payroll import, shift planning | 12,000 to 17,000 | 3.5 months |
| Complete | + expenses, salary advances, annual reviews, HR dashboards | 17,000 to 24,000 | 4 months |
| Hosting and maintenance | server, backups, fixes, support | 300 to 800 per month | ongoing |
| SMS or OTP login | authentication without email | 0.005 to 0.08 per SMS | ongoing |
Payslips are sensitive personal data: in the Netherlands the GDPR applies, supervised by the Autoriteit Persoonsgegevens, and in Madagascar law no. 2014-038. The portal must encrypt documents, log access and allow SMS-code authentication for employees without a work email. Note that a fully Amsterdam-based agency would typically quote two to three times these figures.
Custom build or off-the-shelf HRIS?
Subscription HRIS tools often charge 3 to 8 EUR per employee per month. For 800 employees, that is 86,000 to 230,000 EUR over three years, with limited fit for shift patterns and local leave rules. Custom makes sense above 300 employees or when work organisation is atypical.
Mini case study
Sanne, HR director of an 800-employee contact center, counts about 1,340 desk requests a month, for a total of 140 hours of handling. The Intermediate portal, priced at 15,000 EUR, cuts this to 45 hours, freeing 95 hours a month.

At a loaded cost of 35 EUR an hour for an HR officer in Amsterdam, the direct saving reaches 3,325 EUR a month. Add avoided leave disputes and paper, estimated at 400 EUR a month. With 500 EUR of monthly maintenance, the net gain is about 3,200 EUR a month, and payback arrives in under 5 months. In the lower-cost Antananarivo context, the same project pays back over 18 to 30 months, mainly by reassigning an HR officer to recruitment.
FAQ
What budget should I plan for an HR portal in 2026?
Around 8,000 to 24,000 EUR for a lean build depending on modules, plus 300 to 800 EUR a month of maintenance. The core leave, certificates and mobile scope starts at 8,000 EUR.
How long does the project take?
Plan 3 to 4 months, including 3 weeks scoping leave rules and approval chains. A pilot with a 100-person team usually precedes full rollout.
Can employees without email log in?
Yes, with their phone number and a one-time SMS code. In the Netherlands the cost is a few cents per SMS, roughly 50 to 70 EUR a month for 800 employees.
Does the portal replace our payroll software?
No. It connects through file import or API to publish payslips and fetch balances. Payroll is still calculated in your current tool.
How are payslips protected?
Encrypted documents, logged individual access and daily backed-up hosting, in line with GDPR. Every view is recorded with date and time.
