Employee Perks Portal: Custom Build vs SaaS Platform in 2026

The verdict in three sentences

For an organisation with fewer than 1,000 employees, a market perks platform is almost always the best choice: negotiated ticketing catalogue, go-live in a few weeks, no upfront investment. Beyond roughly 1,500 employees, a subscription of 2 to 6 EUR per employee per month exceeds the full cost of a custom portal (25,000 to 50,000 EUR excl. VAT) that applies your income-based allocation rules exactly. In between, it depends on how complex your rules are and how much ticketing commissions weigh.

Market platform or custom portal

The treasurer of a French works council (CSE), or the benefits lead of an employee perks programme in the UK or North America, usually compares these two options. Amounts are 2026 orders of magnitude, excluding the perks budget itself.

CriterionSaaS perks platformCustom portal

A platform brings a catalogue and negotiated rates that are hard to replicate alone. A custom portal brings control over rules and data, which matters when your agreement sets fine-grained scales or local activities that national catalogues do not cover.

Where the break-even point is

The calculation compares the platform subscription with the full cost of the custom portal: amortisation over 3 years, maintenance and ticketing contract. Example with a 45,000 EUR portal (15,000 EUR a year over 3 years), 7,000 EUR maintenance and 14,000 EUR aggregator fee, i.e. 36,000 EUR a year.

HeadcountPlatform at 2 EUR per employee per monthPlatform at 3 EURCustom portal (full annual cost)
500 employees12,000 EUR18,000 EUR36,000 EUR
1,000 employees24,000 EUR36,000 EUR36,000 EUR
1,500 employees36,000 EUR54,000 EUR36,000 EUR

3,500 employees84,000 EUR126,000 EUR40,000 EUR
5,000 employees120,000 EUR180,000 EUR43,000 EUR

At 2 EUR per employee, a common rate for large accounts, break-even sits around 1,500 employees. After 3 years amortisation ends and the portal costs about 21,000 to 28,000 EUR a year.

Tax compliance and allocation rules

In France, perks granted by the CSE are exempt from social contributions only if URSSAF rules are met: vouchers and gifts capped at 5% of the monthly social security ceiling per event (about 200 EUR in 2026), allocation based on social criteria rather than job category, and traceable awards. In the UK, HMRC trivial benefits and salary sacrifice rules play a similar role, and in the US, IRS de minimis fringe benefit rules. The custom portal encodes these caps per event and per beneficiary, blocks non-compliant awards and produces the annual statement for the accountant. Holiday vouchers and activity subsidies are computed directly from declared household income, with the supporting document archived.

Sophie is treasurer of the works council of a 3,200 employee industrial group in Toulouse. The current platform costs 2.5 EUR per employee per month, i.e. 96,000 EUR a year, and cannot handle the six-band household income scale voted by the council: the team recalculates 1,800 contributions by hand every summer. The custom portal costs 48,000 EUR excl. VAT, with 7,000 EUR of maintenance and 16,000 EUR of ticketing aggregator fees a year. Full annual cost over 3 years: 16,000 + 7,000 + 16,000 = 39,000 EUR. Saving: 96,000 − 39,000 = 57,000 EUR a year, equivalent to 18 EUR of extra perks per employee, plus about 120 hours of recalculation avoided.

FAQ

Can the portal be paid from the council's operating budget?

Yes, a management tool normally falls under the operating budget (0.2% of payroll in French companies with 2,000+ employees), not the social and cultural activities budget. Have the council's accountant confirm the allocation.

What happens to the portal when council members change?

The council keeps ownership of the code and data, with handover documentation. New members get access in minutes through single sign-on, with no contract renegotiation.

Can we keep a platform's ticketing and build the rest?

Yes, a common hybrid: the portal handles rules, subsidies and payments and links to the existing ticketing catalogue. Integration costs about 3,000 to 6,000 EUR excl. VAT if the vendor exposes an API.

How is household income data protected?

It is sensitive personal data about family situation: EU hosting, access restricted to authorised members, retention of 3 years after the last award. The portal logs every access.

How long does it take to launch?

Allow 12 to 16 weeks. To open before a March holiday voucher campaign, start the project in October or November at the latest.
