The verdict in three sentences
Since 1 September 2026, every VAT-registered business in France must be able to receive structured e-invoices, large companies must issue them, and French SMEs follow on 1 September 2027. A supplier based in London or Berlin and not established in France is generally outside the issuance obligation, but its French customers will increasingly expect Factur-X or UBL invoices delivered through an approved platform so their accounts payable stays automated. A custom connector from your ERP falls in Kolonell's simple application bracket, 2,500,000 to 4,000,000 FCFA (3,810 to 6,100 EUR), and takes 6 to 10 weeks.
What the French reform requires, and when
The reform runs through platforms approved by the French tax administration (formerly called PDPs). They exchange invoices between businesses and pass tax data to the public portal. A French e-invoice is not a PDF attached to an email: it is a structured file in one of three core formats, Factur-X, UBL or CII.
| Date | Who | Obligation |
|---|---|---|
| 1 September 2026 | All French businesses | Receive e-invoices |
| 1 September 2026 | Large companies and mid-caps | Issue e-invoices and e-report |
| 1 September 2027 | SMEs and micro-businesses | Issue e-invoices and e-report |
| From issuance | Businesses in scope | Lifecycle statuses: submitted, rejected, approved, paid |
| Cross-border B2B | French buyers | E-report purchases from foreign suppliers |
| Penalties | Non-compliant issuers | EUR 15 per invoice, capped at EUR 15,000 a year; EUR 250 per missing e-report, capped at EUR 15,000 |
The key point for foreign suppliers: your French customer has to e-report what it buys from you. If your invoice arrives as a clean structured file, that reporting is automatic. If it arrives as a scanned PDF, someone in their finance team re-keys it, and your invoice moves to the back of the payment queue. Always confirm your own position with a tax adviser, since VAT establishment rules vary.
Your home market is moving too
| Country | Status in 2026 | Format | What it means for you |
|---|---|---|---|
| France | Reception mandatory, SME issuance in 2027 | Factur-X, UBL, CII | French clients prefer structured invoices now |
| Germany | Reception mandatory since January 2025 | XRechnung, ZUGFeRD | Issuance required from 2027 for larger firms, 2028 for all |
| United Kingdom | No mandate yet, announced for 2029 | Peppol UBL expected | Building now avoids a rush later |
| Belgium | B2B issuance mandatory since January 2026 | Peppol UBL | Same UBL logic as France |
| Netherlands | Voluntary, public sector via Peppol | UBL | Low-cost reuse of the connector |
ZUGFeRD and Factur-X are technically aligned, so a Berlin supplier that builds one connector can serve French and German clients with the same core logic. A London supplier gets a head start on the UK mandate.
Three integration paths, three budgets
| Supplier situation | Solution | Cost, 2026 order of magnitude | Lead time |
|---|---|---|---|
| Mainstream ERP with native e-invoicing connector | Activate the vendor connector and subscribe | EUR 20 to 150 a month | 2 to 4 weeks |
| Low volume, simple invoicing tool | Upload through the platform web portal | EUR 20 to 60 a month | 1 to 2 weeks |
| In-house, legacy or API-less ERP | Kolonell custom connector | 3,810 to 6,100 EUR (2,500,000 to 4,000,000 FCFA), plus subscription | 6 to 10 weeks |
| Several sources: ERP, web shop, subscription billing | Multi-source connector with matching rules | 6,100 to 10,670 EUR (4,000,000 to 7,000,000 FCFA), plus subscription | 10 to 14 weeks |
The connector converts invoices into Factur-X or UBL, sends them by API to the platform, pulls back lifecycle statuses and logs every rejection with its reason, so your team fixes the data once.
Mini case study
Lukas, finance lead at an industrial parts supplier in Berlin, sends 300 invoices a month to French customers from an in-house ERP. About 10 % are rejected or re-keyed by French AP teams, so 30 invoices a month, averaging EUR 2,500, get paid about 20 days late. Chasing them costs 30 minutes each, 15 hours a month at EUR 45, or EUR 675. The delayed cash, EUR 75,000 held 20 days longer at a 6 % cost of capital, costs about EUR 250 a month.

With a connector at the top of the simple bracket, 6,100 EUR, and a platform at EUR 100 a month, the net gain is roughly EUR 825 a month. Payback comes in about 7 to 8 months, and the same connector then covers German issuance in 2027 with a format switch rather than a new project.
FAQ
Am I legally required to issue French e-invoices as a foreign supplier?
Generally not if you have no French VAT establishment, but your clients must e-report the purchase. Check your situation with an adviser; the commercial pressure is real from 2026.
Is a PDF by email still accepted?
For now from foreign suppliers, yes, but it costs your client manual work. Structured Factur-X or UBL files are processed without re-keying and paid faster.
How long does a custom connector take?
Six to ten weeks for a single ERP, ten to fourteen weeks when several billing sources must be consolidated. Customer master data clean-up runs in parallel.
Does the connector need maintenance?
Yes, formats and platform APIs evolve. Kolonell maintenance costs 35,000, 75,000 or 120,000 FCFA a month (53, 114 or 183 EUR); Basic is often enough for a stable connector.
Can I switch platforms later?
Yes, if the connector is built with an abstraction layer. Switching then means adapting one module in 1 to 2 weeks.
