The verdict in three sentences
France's e-invoicing reform requires every business established in France to receive e-invoices since 1 September 2026, and SMEs to issue them by 1 September 2027 at the latest. For a B2B online store, adapting usually costs EUR 5,000 to 15,000 excl. VAT: connecting to an approved platform, generating Factur-X, UBL or CII files and collecting new mandatory data. Foreign sellers without a French establishment are mostly outside the issuing obligation, but their French customers will push for structured invoices, so getting ready in 2026 is a commercial advantage.
The timeline and what it changes for a B2B store
A PDF invoice sent by email will no longer be a valid invoice between two VAT-registered businesses established in France. The invoice must go through an approved platform (formerly called PDP), in a machine-readable structured format, and the tax authority receives part of the data.

What about foreign sellers? Under the rules as they stand in 2026, a company not established in France, even if VAT-registered there, is not required to issue e-invoices through the French network. However, the French buyer must e-report purchases from foreign suppliers, and large French accounts increasingly ask suppliers to deliver Factur-X or UBL files that their platform can ingest directly. A foreign B2B store selling heavily into France gains by offering structured invoices, typically via a Peppol connection.
For a B2B store, the change touches three places: the checkout (collecting SIREN number and electronic billing address), the invoicing module (generating the structured file) and the accounting export (lifecycle statuses returned by the platform: submitted, rejected, paid).

An SME issuing 1,000 invoices a month will therefore pay EUR 1,200 to 6,000 a year in usage, to be weighed against processing savings: a paper or PDF invoice costs EUR 8 to 12 to handle end to end on average, a structured invoice EUR 2 to 4.
The new mandatory fields to collect
Four new data points must appear on invoices: the customer's SIREN number, the delivery address if different from the billing address, the transaction category (goods, services or mixed) and the option to pay VAT on debits where applicable. On a B2B store, the SIREN should be requested at account creation and checked against INSEE's free Sirene API to avoid platform rejections. Existing customer accounts must be completed before the deadline, which often means 2 to 4 weeks of sales follow-up.

FAQ
Does an SME have to change everything by September 2026?
No: in 2026 it mainly needs to be able to receive e-invoices through an approved platform. Issuing becomes mandatory in September 2027, but adapting a site takes 6 to 12 weeks, so starting in 2026 is the safe choice.
Which format: Factur-X, UBL or CII?
Factur-X, a readable PDF embedding an XML file, is the simplest for SME customers. UBL and CII are purely structured formats favoured by large accounts; most platforms convert between them for EUR 0 to 0.05 per invoice.
Does a foreign company selling to French businesses have to comply?
If it has no establishment in France, it is not required to issue through a French approved platform under the 2026 rules. Its French customers must still e-report those purchases, and many will prefer suppliers that send Factur-X or Peppol UBL invoices.
How much does an approved platform cost?
Count EUR 0.10 to 0.50 per invoice depending on volume, often with a EUR 20 to 150 monthly subscription. Above 5,000 invoices a month, rates are negotiated below EUR 0.10.
What are the penalties for non-compliance?
The fine is EUR 15 per invoice not issued in the right format, capped at EUR 15,000 per year, and EUR 250 per e-reporting failure. The main risk remains commercial: customers rejecting non-compliant invoices and paying late.
