E-invoicing mandate compliance for a B2B webshop in Berlin in 2026

E-commerce

The verdict in three sentences

Since 1 January 2025, every VAT-registered business in Germany must be able to receive structured e-invoices compliant with EN 16931, and a Berlin B2B webshop will have to issue them from 1 January 2027 if its prior-year turnover exceeds 800 000 EUR, or from 1 January 2028 at the latest. Bringing a B2B webshop into line costs, as a 2026 estimate, 3 000 to 12 000 EUR net in adaptation, plus 0 to 0.50 EUR per invoice with a service provider. Waiting until late 2027 mostly means a rushed project, while your larger customers already expect XRechnung or ZUGFeRD files today.

Timeline and obligations: what changes for a B2B webshop

The German Growth Opportunities Act makes the structured e-invoice the default for domestic B2B transactions. Unlike France, Germany has no clearance platform: invoices go directly from seller to buyer, by email, API or the Peppol network, and the tax office audits afterwards.

DateObligationBusinesses concerned
1 January 2025Receive EN 16931 e-invoicesAll VAT-registered businesses in Germany
Until 31 December 2026Paper or plain PDF still allowed when issuing, with buyer consent for PDFAll
1 January 2027Issue structured e-invoicesPrior-year turnover above 800 000 EUR
31 December 2027End of transition for small issuers and legacy EDITurnover up to 800 000 EUR
1 January 2028Issue structured e-invoicesAll domestic B2B
Since 2020XRechnung for invoices to federal authoritiesPublic sector suppliers
Risk of non-complianceBuyer may lose input VAT deduction, fines up to 5 000 EURIssuers

In practice, your webshop (Shopware, Shopify, Magento, WooCommerce or custom build) must output invoices containing every EN 16931 field: buyer VAT ID where relevant, Leitweg-ID for public buyers, delivery address if different, line-level tax categories and payment terms. A customer record without clean master data will produce rejected files. Cleaning that data is usually the first workstream, ahead of any code.

What compliance costs for a B2B webshop

The figures below are 2026 estimates for a Berlin SME, excluding internal time.

Item2026 range (net)Comment
E-invoicing service provider0 to 0.50 EUR per invoice, or 20 to 150 EUR per monthDepends on volume and Peppol access
Webshop connector (existing plugin)3 000 to 5 000 EURStandard platform, setup and testing
Custom development (bespoke shop or ERP)6 000 to 12 000 EURAPI, field mapping, rejection handling
Customer master data clean-up1 000 to 2 500 EUROften underestimated
ZUGFeRD or XRechnung generation and EN 16931 validationIncluded or 1 500 to 3 000 EURTests with KoSIT validator
Archiving compliant with GoBD (10 years)500 to 2 000 EUROriginal XML must be kept
Training for accounting and sales admin500 to 1 500 EUR1 to 2 days

Your existing architecture drives the bill. A standard shop linked to common accounting software (DATEV, lexoffice, sevDesk) stays at the low end. A custom shop computing customer-specific discounts, deposits and partial credit notes needs real development, with test cases for every document type.

Choosing the right format and architecture

FormatContentRecommended use
ZUGFeRD 2.x (EN 16931 profile)Readable PDF with embedded XMLSMEs, customers with basic tools, smooth transition
XRechnungPure XMLPublic sector, large accounts
UBL via PeppolPure XMLCross-border EU customers
Plain PDFImage of an invoiceNo longer valid for domestic B2B after transition
Electronic credit noteSame format as invoiceReturns, year-end rebates

For a B2B webshop, ZUGFeRD is the simplest choice: customers keep a readable PDF and their software reads the XML. Two architectures dominate. Either the shop generates the invoice and sends it through the provider's API, or your ERP produces the invoice and the shop only takes orders. The second is sturdier if you also invoice offline (sales reps, trade fairs, phone orders), because it avoids two parallel numbering sequences.

Plan four steps over 8 to 12 weeks: data and field audit, provider selection, development with end-to-end tests on ten to twenty pilot customers, then go-live with one month of rejection monitoring.

Mini case study

Jonas, managing director of an office and workshop supplies distributor in Berlin, issues 5 800 B2B invoices a year from a Shopware shop linked to DATEV and receives about 2 000 supplier invoices. His compliance budget: connector 4 500 EUR net, customer data clean-up 1 800 EUR, training 900 EUR, total 7 200 EUR net. The provider charges 0.25 EUR per invoice sent, or 1 450 EUR a year.

On the gains side, automatic capture of supplier invoices saves about 6 minutes per document, 200 hours a year at a loaded 35 EUR: 7 000 EUR. Avoided postage on 1 200 paper invoices at 1.20 EUR adds 1 440 EUR. Net annual gain: 7 000 + 1 440 - 1 450 = 6 990 EUR. The investment pays back in just over 12 months, before counting fewer disputes thanks to validated data.

FAQ

Must my SME issue e-invoices in 2026? Not necessarily. Receiving has been mandatory since 1 January 2025, issuing becomes mandatory on 1 January 2027 above 800 000 EUR of turnover and on 1 January 2028 for everyone else.

Can I keep sending PDFs from my shop? During the transition, yes, with the buyer's consent. After it, a plain PDF is no longer a valid B2B invoice, while ZUGFeRD keeps a readable PDF and adds the required XML.

Is there a free option? Germany has no state platform for B2B, but several providers offer free tiers below 50 to 100 invoices a month. Accounting suites often include ZUGFeRD output in their standard plan.

How long does the project take? Count 8 to 12 weeks for a standard shop and up to 16 weeks for a custom build. Starting in the first half of 2026 leaves comfortable room before January 2027.

What about my B2C sales? Invoices to consumers are outside the mandate and can remain PDFs. If 20 % of your revenue is B2C, your shop must route both flows correctly from day one.

Let's scope your project. We cost the adaptation of your B2B webshop (connector, customer data, ZUGFeRD or XRechnung output, archiving) with an indicative budget and a timeline aligned with your 2027 or 2028 deadline. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
