Document approval and e-signature workflow app: cost and compliance

The verdict in three sentences

A public company routing 900 paper approval folders a month across 5 departments typically loses 3 to 6 days per workflow, from submission to final signature. A document approval app with time-stamped e-signature and indexed archiving brings most workflows down to a few hours. As a 2026 order of magnitude, a custom build costs USD 30,000 to 60,000 in Lagos or GBP 50,000 to 120,000 in London, and usually pays back within a year.

Why the paper folder costs more than it seems

In a public or state-owned company, every memo, purchase order, travel authorisation or contract collects several approvals: line manager, director, finance control, CEO office. The folder travels by hand, waits for a director away in Abuja or Manchester, and occasionally disappears. Nobody knows where it is without calling the assistant.

The hidden cost is spread across assistants chasing folders, printing and copying, late supplier payments that trigger penalties, and above all the lack of an audit trail when the auditor general or internal audit comes calling.

In Nigeria, section 93 of the Evidence Act 2011 recognises electronic signatures, and the Cybercrimes Act 2015 lists the documents that cannot be signed electronically, such as wills and certain property deeds. The Nigeria Data Protection Act 2023 governs the personal data held in the folders. In the UK, the Electronic Communications Act 2000 and UK eIDAS rules give electronic signatures legal effect, with qualified signatures carrying the strongest presumption.

In practice two levels coexist: a simple signature backed by strong authentication, enough for internal approvals, and a certificate-based signature for documents binding the company towards third parties. Your legal team should sign off, before development, the list of document types and the signature level for each. That matrix drives the budget, since a certificate provider adds a per-signature or per-user cost.

Budget and scope

The ranges below are 2026 orders of magnitude observed in Lagos and London.

With 120 users, a licence at USD 40 a month comes to USD 57,600 a year, without local hosting or adaptation to internal routes. A custom app quickly becomes cheaper above about 40 users.

At Kolonell, an approval and e-signature app of this scope sits in our mid-complexity application tier, 4,000,000 to 7,000,000 FCFA (EUR 6,100 to 10,670), or the complex tier, 7,000,000 to 15,000,000+ FCFA (EUR 10,670 to 22,870+), when you add finance system integration and several certificate levels. Maintenance runs at 35,000, 75,000 or 120,000 FCFA per month. See our custom web application offer.

Mrs Adeyemi, company secretary of a state-owned utility in Lagos, measures her workflows: 900 folders a month, 20 minutes of handling and chasing per folder, 18 printed pages on average.

Current cost: 900 x 20 min = 300 hours a month. At a loaded USD 8 an hour, that is USD 2,400. Printing: 900 x 18 pages x USD 0.03 = USD 486. Total: USD 2,886 a month, USD 34,632 a year. Against a USD 40,000 build plus USD 6,000 of yearly support, payback comes around month 15, and earlier once avoided late-payment penalties are counted.

FAQ

Can a director sign from a phone?

Yes, the web app opens on mobile and signing follows strong authentication by SMS code or authenticator app. A travelling director approves a folder in under 2 minutes.

What about folders already archived?

Recent history, often the last 2 to 3 years, can be scanned with OCR for search. Expect USD 0.02 to 0.05 per page depending on volume and document condition.

Must data stay in the country?

For a public body it is strongly advised and often required by the supervising ministry, and the NDPA 2023 frames transfers abroad. Local or national data centre hosting adds a cost quoted on request.

How long to roll out across 5 departments?

Allow 3 to 4 months: one month to map routes, two months of development and a one-month pilot in one department. The remaining 4 follow in 2 to 3 weeks.

Can a paper route run in parallel?

Yes for 1 to 2 months, to reassure staff. Beyond that, double entry cancels the gains, so set a cut-over date.
