The verdict in three sentences
A fleet of 180 delivery bikes run from paper logbooks typically leaks 15 to 20% of daily remittances, before counting fuel and avoidable breakdowns. A fleet management web app costs USD 20,000 to 37,000 in 2026 (about 12 to 22 million FCFA), delivered in 12 weeks, plus about USD 40 of GPS tracker per bike. By recovering 18% of undeclared takings, a Lagos operator pays the whole thing back in under 5 months.
The real cost of a fleet run on logbooks
In Lagos, most delivery operators work on a daily remittance model: the rider keeps the bike, runs errands for restaurants, pharmacies and online shops, then pays the owner a fixed amount or a share of takings. Many agreements are hire purchase deals over 18 to 24 months. Without mileage tracking or a remittance history, there is no way to know whether a bike covered 80 or 140 km in a day, or to prove a missed payment. Restrictions on commercial motorcycles in several local government areas add another layer: the operator needs to know where its bikes actually ride.
| Source of loss | On logbooks | With the app | Estimated monthly gain for 180 bikes |
|---|---|---|---|
| Undeclared takings | 15 to 20% of remittances | GPS mileage reconciled with payments | USD 9,266 |
| Fuel | 10 to 15% overconsumption | Litres per 100 km per bike | USD 608 |
| Bikes off the road | 8 to 10% of the fleet idle | Preventive service every 2,000 km | USD 2,002 |
| Expired papers (insurance, roadworthiness) | Fines, impoundment | Alerts 30 days before expiry | USD 330 |
| Bike theft | 2 to 4 a year | Remote engine cut-off | USD 1,200 to 1,800 per bike saved |
These are 2026 estimates based on a declared remittance of USD 11 per bike per day, 26 working days a month, and petrol at about USD 0.65 a litre for 2 litres a day.
App budget, module by module
| Module | Features | Budget |
|---|---|---|
| Scoping and wireframes | Workshops with the owner and team leads | USD 1,600 to 3,000 |
| Fleet register | Bikes, riders, agreements, registration, insurance, roadworthiness | USD 2,500 to 4,200 |
| GPS tracker integration | Positions, mileage, geofences, engine cut-off | USD 4,200 to 7,500 |
| Remittance collection | Bank transfer to virtual accounts, OPay, Moniepoint, automatic reconciliation | USD 4,200 to 7,500 |
| Preventive maintenance and parts | Service plans, stock, partner garages | USD 3,300 to 6,200 |
| Fuel | Vouchers, declared fill-ups, consumption per bike | USD 1,700 to 3,300 |
| Rider app and dashboard | Lightweight Android PWA, owner KPIs | USD 2,500 to 5,300 |
| Total | 12 weeks | USD 20,000 to 37,000 |
The rider app is a PWA under 2 MB that runs on an entry-level Android phone and tolerates network drops: the rider logs a fill-up or a breakdown offline and the data syncs as soon as 4G returns. The remittance module gives each rider a dedicated virtual account or daily reference, then automatically matches every payment against the expected amount. For hire purchase agreements, each rider sees the balance left before ownership, which sharply reduces disputes.

Mini case study
Tunde, operations director of a bike delivery company in Ikeja, runs 180 bikes with a declared remittance of USD 11 per day, i.e. USD 51,480 a month. He signs off an app at USD 28,000 plus USD 7,200 of trackers, USD 35,200 in total. Monthly running costs come to USD 1,859 (SIMs 594, support 750, collection fees 515). By recovering 18% of undeclared takings, i.e. USD 9,266 a month, the net gain is USD 7,407 and the investment pays back in 4.8 months, before fuel and breakdown savings.
FAQ
Can riders unplug the tracker? They can try, which is why the unit is hidden and fitted with a backup battery. Any power cut triggers an alert in under 2 minutes, and the rider agreement sets out a penalty.
Does every rider need a smartphone? No. The PWA runs on Android phones from about USD 75, and riders without one can pay by USSD transfer using their daily reference.
How long does it take to fit 180 bikes? A team of 2 technicians fits 25 to 30 trackers a day, so about 7 working days, scheduled in weeks 9 to 11 of the project.
Can the app handle several cities? Yes. The register supports several depots, for example Lagos and Ibadan, with separate dashboards. Adding a site usually costs USD 800 to 1,700 of configuration.
What happens to riders' location data? It is processed in line with the Nigeria Data Protection Act 2023: purpose stated in the rider agreement, access limited to management and retention capped at 12 months.
