The verdict in three sentences
A customs broker handling 600 files a month on spreadsheets loses money in two places: disbursements never recharged to clients and storage days incurred because no one tracks each customs step. Customs clearance file management software links every container to its disbursements, milestones and invoice, and raises an alert before the free storage period at the port expires. A custom build costs 3,810 to 22,870+ EUR (2.5 to 15M+ FCFA) depending on complexity, takes 4 to 6 months, and usually pays for itself within months on billing leakage alone.
The steps of a clearance file, and where spreadsheets break
Whether you clear goods through ASYCUDA in one country or SYDAM and the single window in Côte d'Ivoire, an import file goes through roughly ten milestones: bill of lading received, pre-arrival documents on the single window, customs declaration, assessment, payment of duties, scanner or physical inspection, release order, gate-out and delivery. Each milestone depends on a different party and each one generates charges. On spreadsheets, the information sits in 4 or 5 files and in declarants' chat messages.
| Step | Main party | Typical delay (2026 ballpark) | What the software must track |
|---|---|---|---|
| File opening, bill of lading | Import desk, client | Day 0 | Client, vessel, containers, ETA, free storage period |
| Pre-arrival documents on the single window | Declarant | 1 to 3 days | Document numbers, status, attachments |
| Customs declaration and assessment | Licensed declarant | 1 to 2 days | Declaration number, regime, assessed amount |
| Payment of duties and taxes | Client or forwarder | 1 to 5 days | Disbursements advanced, proof of payment, recharge |
| Scanner or physical inspection | Customs | 0 to 4 days | Channel, appointment, result |
| Release order and gate-out | Terminal, handling | 1 to 2 days | Handling and storage charges, exit date |
| Delivery and invoicing | Transport, accounts | 1 to 3 days | Final invoice, reconciled disbursements, payment |
The critical column is charges. With disbursements and fees of 150,000 to 1,500,000 FCFA per file (about 230 to 2,290 EUR), a forgotten line such as demurrage, a port fee or one extra storage day is never recharged, because the invoice leaves before the receipt arrives.
Spreadsheets, a market freight ERP or custom software
Specialised freight and customs ERPs exist, as expensive European suites or regional products. They are rarely aligned with local customs screens and each client's specific workflow. Custom software starts from the way your team actually clears goods.
| Criterion | Spreadsheets and chat | Market freight ERP | Kolonell custom build |
|---|---|---|---|
| Entry cost | None | 7,600 to 30,500 EUR of licence and setup (2026 ballpark) | 3,810 to 22,870+ EUR (2.5 to 15M+ FCFA) depending on complexity |
| Recurring cost | Lost time | 40 to 90 EUR per user per month, or 15 to 20 % annual maintenance | Maintenance at 53, 114 or 183 EUR a month |
| Customs and single window milestones | Manual, per declarant | Generic | Your exact workflow, free-time alerts |
| Disbursement reconciliation | Manual, at month end | Partial | Automatic, invoice blocked if a receipt is missing |

| Invoicing | Manual entry | Yes | Automatic, using your templates and VAT rules |
| Mobile use at the port | No | Rarely | Yes, web app usable away from the office |
Which scope for which budget
| Level | Typical scope for a customs broker | Kolonell budget | Indicative timeline |
|---|---|---|---|
| Simple | Files, milestones, attachments, late-file dashboard | 3,810 to 6,100 EUR (2.5 to 4M FCFA) | About 4 months |
| Medium | Simple, plus reconciled disbursements, automatic invoicing, free-time alerts, client portal | 6,100 to 10,670 EUR (4 to 7M FCFA) | About 5 months |
| Complex | Medium, plus data imports from the customs system and single window, multi-branch, accounting link, statistics by client and shipping line | 10,670 to 22,870+ EUR (7 to 15M+ FCFA) | About 6 months |
Hosting, migration of open files and accounting connectors are quoted separately. Data exchange with customs systems depends on the access granted to licensed brokers in each country: we scope it during the kick-off workshop.
Mini case study
Konan, operations director of a licensed customs broker at the port of Abidjan, tracks 600 files a month. Disbursements average 450,000 FCFA per file, or 270,000,000 FCFA a month (about 411,600 EUR). A one-quarter audit shows that 1.5 % of these amounts are never recharged, because the receipt was missing at invoicing time.

- Monthly leakage: 270,000,000 x 1.5 % = 4,050,000 FCFA (about 6,170 EUR).
- Current invoicing delay: 12 days after delivery. With automatic invoicing it drops to 2 days, bringing cash in about 10 days earlier on 60,000,000 FCFA of monthly fees.
- Investment assumed: complex level at 15,000,000 FCFA (22,870 EUR), plus 183 EUR monthly maintenance.
Recovering forgotten disbursements alone repays the project in under 4 months. Cash flow gains and fewer avoidable storage charges come on top.
FAQ
Can the software connect directly to the customs system?
It depends on the access and exchange formats available to licensed brokers. Where a direct link is not possible, declaration numbers and assessed amounts are imported by file in under 2 minutes per batch. We confirm this at the kick-off workshop.
How long does it take to move off spreadsheets?
Between 4 and 6 months depending on the level. Open files are migrated over a 2 to 3 week switchover, during which both systems run side by side.
Can declarants use it at the port?
Yes, the web app runs on a smartphone, including on 3G. A declarant updates a milestone in under 30 seconds and attaches a photo of the document.
What happens when a file approaches the end of free storage?
The software alerts the declarant and their manager 48 hours before the deadline. One storage day avoided on a 40-foot container often saves several dozen euros.
Can our importer clients get access?
Yes, from the medium level up: each client sees the status of their containers and downloads invoices. This typically cuts follow-up calls to the import desk by 30 to 50 %.
