The verdict in three sentences

When a Munich SMB receives three quotes for a business application ranging from EUR 25,000 to 90,000, the gap almost always comes from a vague specification that each vendor reads in its own way. A 15 to 30 page document structured in 12 sections, written in 2 to 4 weeks, makes quotes comparable and narrows the gap to 20 or 30%. It is the most profitable investment of the project: it costs 2 to 5% of the budget and prevents change requests that often add 25%.

The 12-section template

Here is the structure we recommend in 2026, with the level of detail expected and how each section affects the price.

What makes a quote vary by a factor of three

With an identical specification, two serious vendors should stay within 20 to 30% of each other. When the gap reaches a factor of three, these variables were read differently.

VariableLow assumptionHigh assumptionTypical gap (EUR, excl. VAT)
Number of integrationsCSV export to accountingReal-time sync with ERP and bank5,000 to 20,000
Data migrationNone, empty start10 years of history to clean and migrate3,000 to 15,000
Permissions2 rolesRoles per site, per customer, multi-level approval2,000 to 10,000
Mobile appResponsive interfaceNative offline iOS and Android app10,000 to 30,000
Quality and testingManual acceptanceAutomated tests, continuous integration3,000 to 10,000
Documentation and handoverMinimalTechnical docs and team training1,500 to 6,000
Hosting and SLAShared, no commitmentHigh availability, on-call2,000 to 12,000 per year

A specification that settles each of these variables removes most of the uncertainty, and with it the safety margin vendors add.

Mini case study

Katrin, managing director of a 45-person industrial maintenance SMB in Munich, received three quotes of EUR 28,000, 52,000 and 88,000 for a field service management application. After a scoping workshop at EUR 3,500, her 22-page specification sets out 46 user stories, a single integration (export to DATEV), no native app and the migration of 3,000 customer records. The new quotes come in at EUR 41,000, 45,000 and 49,000. She picks the EUR 45,000 offer and estimates she avoided about EUR 10,000 in change requests, nearly three times the cost of scoping.

FAQ

How many pages should a specification have?

For an SMB business application, 15 to 30 pages is enough. Beyond 50 pages, vendors skim and the document turns into a wish list without priorities.

Should we specify the technology?

Only if you have a real constraint, for example an internal team already fluent in PHP or .NET. Otherwise let vendors propose and justify their choice; it reveals their level.

How do we prioritise features?

Use the MoSCoW method: must have, should have, could have, won't have. A V1 limited to must-haves often costs 40% less and ships 2 months earlier.

Does GDPR belong in the specification?

Yes: list the personal data processed, retention periods and hosting in Germany or the EU. This avoids EUR 1,500 to 4,000 of compliance work after the fact.

How many vendors should we consult?

Three to four, with the same document and a scoring grid (price 40%, method 30%, references 30%). Allow 2 to 3 weeks for answers.

Let's scope your project. Send us your specification or notes, and we will return a reasoned estimate, the open points to settle and a realistic schedule. Detailed quote within 48 h. WhatsApp +221 77 596 93 33.
