The verdict in three sentences
An SME that consults three vendors without a requirements document receives quotes that vary by a factor of 3, because each one imagines different software. A 9-section template, from context to acceptance criteria, is enough to make offers comparable line by line. Scoping costs EUR 3,000 to 8,000 excl. VAT and pays for itself as soon as it prevents the first change order.
Why quotes diverge so much
The manager of a 40-employee service company describes the need in one page: manage jobs, quotes and invoicing. The first vendor prices a simple scheduling tool, the second adds a mobile app for technicians, the third includes accounting sync and a customer portal. All three are right, and none of them priced the same thing.
| Understanding gap | Effect on the quote | 2026 example |
|---|---|---|
| Number of user profiles not specified | permissions and screens multiplied | 4 profiles instead of 2: +EUR 6,000 to 10,000 |
| Implicit mobile app | added or forgotten | +EUR 8,000 to 15,000 |
| Migration of existing data | often missing from the quote | EUR 2,000 to 6,000 |
| Integrations (accounting, payroll, CRM) | flat-rated or ignored | EUR 3,000 to 9,000 per connector |
| Security and GDPR requirements | vary from vendor to vendor | EUR 2,000 to 5,000 |
| Post-launch maintenance | included, optional or missing | 15 to 20% of the build per year |
These items alone explain the gap between an offer at EUR 28,000 and another at EUR 84,000 excl. VAT for the same brief.
The 9-section template
Each section answers a question the vendor asks anyway. If you do not answer it, they assume, and their assumption ends up in the price.
| Section | Expected content | Common mistake |
|---|---|---|
| 1. Context and goals | business, current problem, 3 quantified success metrics | vague goals such as save time |
| 2. Users | profiles, headcount, digital skills, field or office | forgetting customers or subcontractors |
| 3. Key journeys | 5 to 10 scenarios described step by step | listing screens instead of tasks |
| 4. Data | business objects, volumes, history to migrate | ignoring the Excel file migration |
| 5. Integrations | software to connect, available APIs, frequency | assuming every tool has an API |
| 6. Security and compliance | authentication, roles, GDPR, logging | saying nothing, then demanding it at acceptance |
| 7. Hosting | data location, target uptime, backups | letting the vendor choose with no criteria |
| 8. Maintenance and changes | fix times, annual budget, reversibility | no exit plan from the contract |
| 9. Acceptance criteria | acceptance tests, test data, validation window | eyeball acceptance with no written list |
A good SME requirements document runs 15 to 25 pages. Beyond that, nobody reads it. Under 8 pages, sections 4, 5 and 9 are almost always missing, and those are the ones that cost the most mid-project.
What not to write
Avoid choosing the technology for the vendor unless your IT environment truly requires it. Also avoid mixing later features into the scope: isolate them in a phase 2 appendix that each vendor prices separately.
What scoping costs and who writes it
| Option | Duration | 2026 budget | Best for |
|---|---|---|---|
| Written in-house | 10 to 20 days of the manager's time | hidden cost of EUR 4,000 to 8,000 | SME with an operations lead |
| Scoping workshop with a vendor | 2 to 4 weeks | EUR 3,000 to 6,000 excl. VAT | EUR 30,000 to 80,000 project |
| Independent project owner assistance | 3 to 6 weeks | EUR 5,000 to 8,000 excl. VAT | formal tender or sensitive project |
| Scoping plus clickable prototype | 4 to 6 weeks | EUR 6,000 to 8,000 excl. VAT | many or less tech-savvy users |
| No scoping | 0 | 0 up front | not advised above EUR 15,000 |
One caution: if a vendor does the scoping, require that the deliverable belongs to you and can be shared with its competitors. Otherwise you are paying for a study that only serves them.

Mini case study
Marc, manager of a 40-employee multi-technical maintenance company in Nantes, first consults without a requirements document. He receives three quotes at EUR 28,000, 46,000 and 84,000 excl. VAT. He then invests EUR 5,500 excl. VAT in a three-week scoping. The new quotes come in at EUR 52,000, 58,000 and 61,000, a 17% spread instead of 200%. On a EUR 55,000 project, the average overrun without scoping reaches 25 to 40%, or EUR 13,750 to 22,000 in change orders. Scoping therefore costs 2.5 to 4 times less than the change orders it prevents.
FAQ
How long should a business application requirements document be?
Between 15 and 25 pages for an SME, appendices included. Key journeys and acceptance criteria should make up at least a third of the document.
Can we ask a vendor to write the requirements for free?
Some offer it, but the document then leans toward their solution. A paid scoping at EUR 3,000 to 6,000 excl. VAT, with a deliverable you own, stays more neutral.
How many vendors should we consult?
Three to four is enough. Beyond five, analyzing the offers often takes more than 5 working days without improving the decision.
Should we state our budget in the requirements?
Yes, as a range, for example EUR 40,000 to 60,000 excl. VAT. Vendors adjust the scope instead of guessing, and offers become comparable.
How do we write acceptance criteria?
One line per scenario: action, test data, expected result. Plan 10 to 15 working days of validation after delivery and a clear threshold, for example zero blocking defects.
