The verdict in three sentences
For an Ontario SME, a custom B2B customer management platform typically costs CAD 60,000 to 250,000, and quotes from four vendors can easily differ by a factor of four when the brief is a two-page email. A structured requirements spec, built from a CAD 6,000 to 15,000 discovery workshop and 30 to 60 user stories for the MVP, usually halves that spread and turns quotes into something you can actually compare. It should also settle PIPEDA obligations and Canadian data residency up front, because those choices affect architecture and hosting cost.
Why Toronto quotes diverge so much
Send a short brief and every vendor imagines a different product: one prices a lean web tool, another adds a mobile app, a third assumes a two-way sync with your ERP. Each vendor honestly prices the project it thinks you described.
| Brief quality | Typical quotes received (2026 market ballpark, CAD) | Max/min spread |
|---|---|---|
| Two-page email, no wireframes | 45,000 to 230,000 | About 5x |
| Feature list | 70,000 to 210,000 | About 3x |
| Spec with prioritised user stories | 90,000 to 170,000 | About 1.9x |
| Spec plus wireframes plus discovery workshop | 100,000 to 150,000 | About 1.5x |
| Tightly scoped MVP (40 stories) | 65,000 to 105,000 | About 1.6x |
These are ballparks from customer-platform tenders, not an official statistic. The pattern is consistent, though: the more your needs are described as testable behaviours, the closer the bids get.
A requirements spec template that vendors can price
| Section | What to include | Typical length |
|---|---|---|
| Context and goals | Business, problem, measurable success criteria | 1 to 2 pages |
| Users and roles | Sales reps, inside sales, managers, external customers | 1 page |
| MVP user stories | As a sales rep, I want... so that... plus acceptance criteria | 30 to 60 stories |
| Out of scope | What version 1 will not do | Half a page |
| Data and integrations | Legacy import, QuickBooks or Sage, Microsoft 365, APIs | 1 to 2 pages |
| Non-functional needs | Performance, uptime, browsers, mobile, English and French | 1 page |
| Privacy and security | Purposes, retention, access control, hosting, subprocessors | 1 page |
| Timeline and phases | Target date, milestones, UAT | Half a page |
| Response format | Scoring grid, pricing template, Q&A window | 1 page |
Two rules lift bid quality. Require pricing per phase and per user story so you can compare line by line. And publish your scoring grid, for example price 35%, understanding of the need 25%, method and plan 20%, references 10%, support 10%.
On privacy, PIPEDA applies to personal information handled in commercial activity in most provinces, and the Office of the Privacy Commissioner of Canada publishes the guidance. PIPEDA does not strictly require data to stay in Canada, but many Ontario B2B buyers, especially in health, public sector supply chains or finance, expect it contractually. If you serve Quebec customers, check Law 25 obligations as well. Ask each vendor where data will live (for example a Canada Central or Toronto cloud region), who can access it and how breaches are logged and reported.
Budget by stage
| Stage | 2026 market ballpark (Toronto, CAD) | Duration |
|---|---|---|
| Discovery workshop and user stories | 6,000 to 15,000 | 1 to 3 weeks |
| Clickable wireframes of key screens | 8,000 to 20,000 | 2 weeks |
| MVP customer platform | 60,000 to 120,000 | 10 to 14 weeks |
| Full version (client portal, ERP integration) | 120,000 to 250,000 | 4 to 7 months |
| Hosting in a Canadian region and support | 800 to 3,500 per month | Ongoing |
As a nearshore benchmark, Kolonell's prices for custom apps are EUR 3,810 to 6,100 for a simple app, EUR 6,100 to 10,670 for medium complexity and EUR 10,670 to 22,870 and above for complex apps (2,500,000 to 15,000,000+ FCFA). A bilingual English and French platform with a client portal usually sits in the medium or complex band.

- First round on a two-page brief: quotes from CAD 52,000 to 210,000, a CAD 158,000 spread.
- Discovery workshop at CAD 11,000, 44 user stories, wireframes for 9 screens.
- Second round: CAD 98,000 to 146,000, spread down to CAD 48,000.
- The original CAD 52,000 bid excluded data import and UAT; change orders avoided are estimated at CAD 35,000.
The CAD 11,000 spent on discovery protected a budget ten times larger.
FAQ
Should we pay for discovery or ask vendors to do it free?
Free discovery is presales steered toward the vendor's own solution. Paying CAD 6,000 to 15,000 gives you a document you own and can send to 4 competing vendors.
How many user stories make an MVP?
Usually 30 to 60 for a customer platform. Past 80 stories you are no longer scoping an MVP and timelines often exceed 4 months.
Do we need French from day one?
If you sell into Quebec or have French-speaking users, yes, because bilingual content and layouts are cheaper to design in than to retrofit. Adding it later typically costs 10 to 20% more.
Does PIPEDA require Canadian hosting?
Not in itself, but you remain accountable for data transferred to processors abroad and must be transparent about it. Canadian hosting adds little cost, often CAD 100 to 400 a month for this size of platform, and removes a common objection from clients.
How long should vendors get to respond?
Three weeks with a Q&A session at the end of week one. Under 10 days, the strongest vendors often decline.
