The verdict in three sentences
For a cocoa cooperative selling into Europe, EUDR traceability is now a condition of market access, and an Excel sheet shared among field delegates no longer survives a buyer audit. A custom business application covering plot mapping, village weighings and farmer payments via Wave or Orange Money costs, as a 2026 order of magnitude, 20 to 38 million FCFA (about 30,500 to 58,000 EUR). The return shows up as secured sustainability premiums, avoided weighing disputes and export lots shipped without paperwork holds.
What the EUDR concretely requires from the cooperative
The EU regulation on deforestation-free products requires every lot of beans to be linked to geolocated plots, with a polygon for any plot above 4 hectares, and proof that the cocoa was not grown on land deforested after 31 December 2020. For the exporter, this means a due diligence statement. For the cooperative, it means supplying clean, timestamped and verifiable data, bag by bag.
The classic problem: 4,800 farmers, 60 sections, paper forms filled in by the roadside, uncalibrated scales and cash payments that are hard to reconcile. As a result, the cooperative cannot always link a 12-tonne truck to its source plots, and the buyer suspends the premium.
| Requirement | Paper or Excel | With dedicated software |
|---|---|---|
| Plot geolocation | 30 to 50% of farmers mapped | 100% with GPS polygons on mobile |
| Link between export lot and plots | Rebuilt by hand, 3 to 5 days | Automatic, report in 2 minutes |
| Village weighing | Notebook, 2 to 4% errors | Connected scale or validated entry, SMS receipt |
| Farmer payment | Cash, theft and discrepancy risk | Wave or Orange Money, timestamped proof |
| Sustainability premiums | Late calculation, disputes | Calculated per kilo and per farmer, visible |
| Buyer audit | Several weeks of preparation | Ready export, full audit trail |
Modules and their cost in 2026
A serious project is built around an offline mobile app for delegates (3G coverage remains patchy in rural areas), a web back office for headquarters and a connection to mobile money operators. Here is a realistic estimate for a cooperative of 4,000 to 6,000 members.
| Module | Scope | Estimated budget (FCFA) |
|---|---|---|
| Farmer registry | Identity, ID document, photo, sections, households | 2,500,000 to 4,000,000 |
| Plot mapping | GPS polygons, area, overlap checks, protected area alerts | 4,500,000 to 8,000,000 |
| Offline weighing and collection | Android app, sync, SMS receipts | 4,000,000 to 7,000,000 |
| Lot traceability | Warehouses, trucks, export lots, EUDR report | 3,500,000 to 7,000,000 |
| Farmer payments | Wave and Orange Money integration, premiums, advances | 3,000,000 to 6,000,000 |
| Dashboards and audit | Indicators per section, buyer exports | 2,500,000 to 6,000,000 |
| Total | Delivered in 14 weeks | 20,000,000 to 38,000,000 |
Recurring costs come on top: hosting and backups (40,000 to 75,000 FCFA per month), application maintenance (75,000 to 120,000 FCFA per month), and delegate equipment, around 90,000 FCFA per rugged Android smartphone. Mobile money transaction fees are negotiated with the operator, usually around 1% on merchant disbursements.
Typical 14-week schedule
| Phase | Duration | Deliverable |
|---|---|---|
| Field scoping | 2 weeks | Visit to 3 sections, flow map, specifications |
| Registry and mapping | 4 weeks | Delegate app, first polygons |
| Weighings and lots | 4 weeks | Offline collection, warehouse to truck traceability |
| Payments and premiums | 2 weeks | Wave and Orange Money disbursements in test |
| Pilot and rollout | 2 weeks | 2 pilot sections, training for 60 delegates |
The most useful advice: start mapping before the main October harvest, because a plot is far easier to survey in the dry season than in the middle of the harvest.

Mr. Kouassi runs a 4,800-farmer cooperative near Soubré. It sells 6,500 tonnes of beans per year and the buyer pays a sustainability premium of 50 FCFA per kilo, or 325 million FCFA per season. Last year, 18% of lots had no verifiable link to plots: 58.5 million FCFA in premiums were suspended or renegotiated.
The chosen software costs 29 million FCFA, plus 7.2 million FCFA for 80 smartphones and 2.3 million FCFA of annual maintenance. By bringing untraceable lots below 1%, the cooperative recovers about 55 million FCFA in premiums from the first season. Mobile money payments also remove the need to move 40 to 60 million FCFA in cash every week at harvest peak. The investment pays back in less than one season.
FAQ
How long does it take to map 4,800 plots?
With 60 equipped delegates, allow 6 to 10 weeks, at 4 to 6 plots per day per delegate. It is best to start with the sections that deliver the most volume.
Does the app work without a network?
Yes, weighings and polygons are captured offline and sync as soon as a 3G or Wi-Fi connection is available. A delegate can store more than 2,000 weighings on the phone before syncing.
Can we pay farmers who have no mobile money account?
The software supports a mixed mode: mobile payment for account holders, a printed or SMS payment voucher for the others. In practice, more than 70% of farmers already have a Wave or Orange Money account in 2026.
Will exporters accept the data?
Exports follow the formats buyers ask for (GeoJSON for polygons, CSV or Excel for lots). A report per export lot is generated in 2 minutes.
Who owns the data?
The cooperative owns all its data, hosted on a dedicated server, under a contract compliant with Ivorian law 2013-450 on personal data.
