Business app hosting in Frankfurt: German cloud or hyperscaler in 2026

The verdict in three sentences

For a business application used by a few hundred staff, a German cloud (IONOS, Hetzner, STACKIT, Open Telekom Cloud) usually costs less and simplifies data sovereignty questions. A hyperscaler (AWS, Azure, Google Cloud) in the Frankfurt region costs roughly 300 to 1,500 EUR per month against 200 to 900 EUR for a German provider, but brings a wider catalogue of managed services. The real decision rests on backups, disaster recovery and how easily you can leave, not on the price of a virtual machine.

2026 comparison: German cloud or hyperscaler

CriterionGerman cloud providerHyperscaler, Frankfurt region
Typical monthly cost (estimate)200 to 900 EUR300 to 1,500 EUR
Latency from Frankfurt1 to 5 ms1 to 5 ms
Managed servicesDatabases, Kubernetes, object storageVery broad catalogue, AI, analytics
Exposure to US CLOUD ActNone for German-owned providersPresent, mitigated by EU data boundary offers
BSI C5 attestationAvailable at most major German providersAvailable
Egress feesLow or included0.05 to 0.09 EUR per GB beyond free tier
Setup time1 to 3 days1 to 3 days

Latency is equal in Frankfurt, home to DE-CIX, one of the world's largest internet exchanges. The difference lies in contracts, sovereignty and price structure.

The regulatory frame to factor in

GDPR applies either way. What differs is the risk of non-EU authority access: US-owned hyperscalers remain subject to the CLOUD Act, even when data stays in Frankfurt. For public-sector clients, health data or works council sensitivities, German buyers often require a German-owned provider with BSI C5 attestation. The EU Data Act, applicable since September 2025, also requires providers to facilitate switching and will phase out switching charges by January 2027, which reduces lock-in risk on both sides.

The real budget: server, backups and disaster recovery

ItemGerman cloud (EUR per month, estimate)Hyperscaler (EUR per month, estimate)
Application server (4 vCPU, 16 GB)40 to 150120 to 250
Managed database60 to 250120 to 450
Daily backups, 30-day retention10 to 5020 to 80
Disaster recovery site (second zone or region)40 to 25080 to 400
Monitoring and alerting10 to 5020 to 100
Egress bandwidth0 to 2020 to 150
Total160 to 770 EUR380 to 1,430 EUR

The server price alone is misleading. Before comparing quotes, set two targets: tolerable data loss (RPO, for example 1 hour) and tolerable downtime (RTO, for example 4 hours).

For operations, Kolonell application maintenance ranges from 35,000 to 120,000 FCFA per month (50 to 180 EUR) depending on the tier, security updates and monitoring included. A hybrid design is often the best answer: production on a German provider, with a hyperscaler used only for specific services such as AI or analytics.

Mini case study

Jonas, CIO of a wholesale distributor with 45 branches across Hesse, compares two quotes for his inventory application. German cloud, managed: 520 EUR per month, disaster recovery in a second zone included. Hyperscaler, Frankfurt region: 980 EUR per month including egress for branch reporting. Over three years, the German option costs 18,720 EUR and the hyperscaler 35,280 EUR. He values one hour of checkout downtime at 2,500 EUR of delayed revenue: the hyperscaler would only pay off if it avoided more than 6.5 hours of outage over the period, which both providers' 99.9% commitments make unlikely. He picks the German provider, with containerised deployment to keep a switch possible.

FAQ

Is a German cloud provider less reliable?

Not necessarily. Major German providers offer multi-zone setups and written availability commitments of 99.9% or more, under 9 hours of downtime per year. Check the commitment applies to the managed database, not only to VMs.

Does the EU data boundary remove CLOUD Act risk?

It reduces data transfers outside the EU, but does not change the provider's legal exposure as a US company. For sensitive data, customer-managed encryption keys stored outside the provider add a meaningful layer for a few euros per month.

Which server size for 200 concurrent users?

A well-designed business app runs on 4 vCPU and 16 GB of memory with a separate database. A 2 to 3 day load test avoids over-provisioning, often 30% of the bill.

How hard is it to switch providers later?

If the app is containerised (Docker) and infrastructure is defined as code, migration takes 1 to 2 weeks, against 1 to 2 months for a hand-configured server.

Do we need BSI C5?

Only if your clients require it, typically the public sector, healthcare and finance in Germany. Most major providers already hold it, so it mainly narrows the shortlist.
