Automating Supplier Invoice Processing with OCR in a Construction SME: Dublin 2026

The verdict in three sentences

In a construction SME receiving 1,400 supplier invoices a month, manual processing costs between 18,200 and 26,600 EUR a month in finance staff time, or roughly 13 to 19 EUR per invoice. OCR combined with automatic matching against purchase orders by site brings that below 8,000 EUR, provided site codes and purchase orders are cleaned up first. With Revenue's e-invoicing roadmap starting in 2028 and VAT in the Digital Age rules coming across the EU, building a structured invoice pipeline now is both a productivity gain and early compliance work.

What a supplier invoice really costs in construction

In construction, a supplier invoice is never just a document to key in. It arrives by email, by post or handed to a site manager, it has to be coded to the right project, matched to a purchase order and often to a delivery docket signed on site, then approved by the site manager before payment. Irish construction adds its own layers: Relevant Contracts Tax (RCT) deductions on subcontractor payments, VAT reverse charge on construction services, 5 % retention on many contracts, monthly valuations and counter purchases at builders' merchants with no purchase order.

For a four-person finance team in Dublin, with a loaded cost of about 40 EUR an hour in 2026, the breakdown looks like this.

The biggest saving does not come from reading the document, which every serious tool does well in 2026. It comes from matching against purchase orders. That is where the hours go, and where most projects fail.

E-invoicing and RCT: what Irish firms need to plan for

Ireland has no domestic B2B e-invoicing mandate in force in 2026, but Revenue has published a phased roadmap starting in 2028 with large corporate taxpayers, followed by wider B2B coverage and real-time reporting in line with the EU ViDA package. Many large builders' merchants and plant hire firms already send structured invoices in UBL or Peppol formats, especially to public sector clients where Peppol e-invoicing has been accepted for years.

The practical consequence: a growing share of invoices arrives with machine-readable data, while small subcontractors and local suppliers still send PDFs or paper. OCR stays essential for that long tail, but the real work becomes integration: receiving structured files, matching them to orders, applying RCT and reverse charge rules, and pushing clean entries into the ERP or construction management system.

The real issue: matching by site

Reliable automatic matching rests on three conditions. Every purchase order needs a unique, stable project code entered at the time of purchase, not reconstructed at month end. Tolerances must be defined, for example a 2 % or 50 EUR price variance accepted without review, beyond which the invoice goes to an exception queue. Counter purchases, very common in fit-out work, need a dedicated rule: linking to the site via the delivery docket number or a photo taken on a phone.

Construction specifics must be coded from day one: detecting subcontractor invoices subject to RCT and reverse charge, calculating retention, separating interim valuations from final accounts, handling credit notes for returned materials. A custom layer makes sense when these rules cover more than 20 % of volume, which is typical for a main contractor. Firms that also want to give site teams visibility can add a custom web application for mobile approval, commitments by project and budget overrun alerts.

Siobhán, finance director of a 130-employee construction company in Dublin, handles 1,400 supplier invoices a month with four accounts staff. At the current 16.70 EUR per invoice, processing costs 23,380 EUR a month. After deploying an off-the-shelf OCR tool at 1 EUR per invoice and a custom project matching layer, 70 % of invoices go through untouched.

New cost: 1,400 invoices at 3.80 EUR of staff time, or 5,320 EUR, plus 1,400 EUR of OCR fees and 114 EUR of maintenance, about 6,830 EUR a month. The monthly gain reaches 16,550 EUR in freed time. For a medium-complexity project between 6,100 and 10,670 EUR, payback comes within the first month of savings. Siobhán cuts no roles: two staff move to project cost control, and supplier late payment interest, estimated at 1,900 EUR a month, drops sharply.

FAQ

Is OCR still worth it if e-invoicing is coming?

Yes, at least until 2029 or 2030 in Ireland. Small subcontractors often make up 40 to 60 % of suppliers by count and will keep sending PDFs well after the first mandate phase.

What straight-through rate should we target in year one?

A realistic target is 60 to 75 % of invoices with no manual touch after three months. Going above 85 % usually means redesigning the purchasing process itself.

How long does such a project take?

Allow 6 to 10 weeks for a configured off-the-shelf OCR tool, and 8 to 14 weeks if a custom matching layer is connected to your construction ERP.

Can the system handle RCT deductions?

It can flag invoices from subcontractors under RCT and prepare the deduction rate returned by Revenue's system, at 0 %, 20 % or 35 %. The final submission stays in your payroll or RCT software.

Where is the data hosted?

Invoices contain personal and commercial data: require EU hosting, a six-year retention period in line with Revenue rules and a full audit trail of changes.
