Automating Employee Onboarding: Amsterdam HR Cost Guide (2026)

The verdict in three sentences

For an Amsterdam company hiring 150 people a year, manual onboarding costs around 750 HR and IT hours, plus new starters waiting for a laptop on day one. A workflow triggered at offer acceptance in the ATS creates the contract, Microsoft 365 accounts, equipment order and a 90-day onboarding journey. As a 2026 ballpark, budget 12,000 to 28,000 EUR ex VAT and 6 to 10 weeks, for 4 to 6 hours saved per hire.

Where the time goes today

The HR director of a 900-employee company with offices in Amsterdam Zuidas, Rotterdam and Eindhoven sees the same chain at every hire: the recruiter emails payroll, an HR assistant builds the contract in Word, the manager forgets to request a laptop, IT creates accounts the day before arrival, and the ID check and wage tax form (loonheffingenverklaring) are chased at the last minute. Every step depends on a human relay and an inbox.

Options and their cost in 2026

Figures below are 2026 ballparks for the Dutch market. The right choice depends on your current stack: if ATS, HRIS and payroll do not talk to each other, a custom orchestrator avoids replacing everything.

OptionUpfront costRecurring costFits when
HRIS suite with onboarding (Personio type)3,000 to 10,000 EUR setup4 to 9 EUR per employee per monthYou are switching HRIS anyway
No-code tools (Power Automate, Make)2,000 to 6,000 EUR15 to 40 EUR per user per monthUnder 50 hires a year
Custom workflow, HR + IT scope12,000 to 18,000 EUR ex VAT150 to 300 EUR hostingKeeping current ATS and HRIS
Full custom workflow with employee portal20,000 to 28,000 EUR ex VAT200 to 450 EUR hostingMulti-site, several CAOs
E-signature (add-on)0 EUR0.50 to 2 EUR per envelope or flat planAlways useful

Across 900 employees, a suite at 6 EUR per employee per month comes to 64,800 EUR a year: a custom build becomes competitive from year two if you keep your current HRIS, and a Personio-type suite wins if you also need payroll, absence and performance in one place. A typical timeline: 1 to 2 weeks of process mapping, 3 to 5 weeks of integrations (ATS, Microsoft Entra ID, e-signature, payroll), 2 to 3 weeks of testing on real hires. At Kolonell, this work falls within our custom web applications: the amount is set in the quote based on the number of systems to connect.

Before scoping, map one real hire end to end: list every email, form and system touched from offer acceptance to day 90, with who does it and how long it takes. Most companies find 25 to 40 separate actions spread across 5 to 7 people. That map becomes the specification, and it often reveals quick wins, such as a standard equipment bundle per role, that cost nothing to implement.

Mini case study

Anouk, HR director of a 900-employee company in Amsterdam, handles 150 hires a year at 5 hours of coordination each: 750 hours at a loaded 48 EUR an hour, or 36,000 EUR. The workflow removes 80 % of that time, saving 28,800 EUR. Add the lost productivity day when the workstation is not ready: 150 x 1 day x 260 EUR = 39,000 EUR avoided. Total annual gain: 67,800 EUR. With a 22,000 EUR project and 3,600 EUR a year of hosting, payback comes in about 4.5 months.

FAQ

Do we need to change ATS or HRIS?

No. Most ATS platforms expose an API or webhooks and the workflow plugs into them. Only tools without an API need a scheduled export, a few hours slower.

Is an e-signed employment contract valid in the Netherlands?

Yes, an advanced electronic signature under eIDAS is valid for an employment contract. Expect 0.50 to 2 EUR per envelope depending on volume.

How are IT accounts handled?

The workflow creates accounts in Microsoft Entra ID with the licences and groups of the role profile, then disables them automatically at exit. That is a security gain too.

How long does implementation take?

Between 6 and 10 weeks depending on the number of systems. An HR-only first scope can be live in 6 weeks.

What about employee personal data?

The workflow complies with GDPR: EU hosting, role-based access, defined retention, and secure handling of ID copies as required by the Dutch tax authority. Access rights review is about 10 % of the budget.
