Agri-Export Traceability Software for EUDR Compliance in Amsterdam: 2026 Cost

Digital Africa

The verdict in three sentences

For an Amsterdam importer buying cocoa and coffee from six origins, a custom EUDR traceability platform costs a 2026 market ballpark of 60,000 to 180,000 EUR, depending on how many supply chains and how much automation you need. It pays off by replacing weeks of spreadsheet reconciliation before each due diligence statement and by protecting you from fines that Regulation (EU) 2023/1115 sets at a maximum of at least 4 % of EU turnover. If you buy from one or two cooperatives that already deliver clean geodata, an off-the-shelf compliance SaaS is enough.

What the EUDR actually asks of an importer

The regulation covers seven commodities, including cocoa and coffee, and requires operators placing them on the EU market to prove they are deforestation-free after the cut-off date of 31 December 2020 and legally produced. In practice that means geolocation for every plot of land behind a shipment, a risk assessment, and a due diligence statement submitted through the EU Information System before customs clearance. The application date has been postponed more than once, so check the date currently in force on the European Commission's EUDR page before you plan the go-live.

The hard part is the chain of custody. A container of cocoa from Côte d'Ivoire may blend beans from thousands of smallholders through several intermediaries, and your system must keep the link from each plot to each lot to each shipment.

Off-the-shelf compliance SaaS or custom build

A wave of EUDR compliance tools appeared in 2024 and 2025. They are subscription-based, with public prices that vary by volume and are often quoted on request. They work well for straightforward chains. They struggle when your data comes in a dozen formats from origin partners, when you need mass balance across blended lots, or when your ERP must stay the master for contracts and shipments.

Kolonell as a nearshore build option

Kolonell's prices for this scope: a medium application at 6,100 to 10,670 EUR (4,000,000 to 7,000,000 FCFA) covers the plot registry and geodata validation; a complex application at 10,670 to 22,870 EUR and above (7,000,000 to 15,000,000 FCFA and above) adds risk screening, mass balance, statements and the customer portal. Maintenance runs 114 EUR a month (Standard) or 183 EUR (Premium). Being based in Dakar, the team already works with West African cooperatives and their field data, which is where most of the cleaning effort sits.

Mini case study

Illustrative example: Sanne, head of compliance at an Amsterdam cocoa and coffee importer, handles 180 shipments a year from six origins, linked to around 14,000 smallholder plots.

  • Statement preparation: 3.5 hours per shipment today versus 30 minutes with the platform. Saving: 180 × 3 hours = 540 hours a year, at 65 EUR an hour that is 35,100 EUR.
  • External consultants: 60,000 EUR a year for geodata cleaning, cut to 15,000 EUR. Saving: 45,000 EUR.
  • Investment: 140,000 EUR build plus 20,000 EUR a year in hosting and support.

FAQ

How long does a custom EUDR platform take to build?

Count 16 to 24 weeks for a full scope, plus 4 to 8 weeks to onboard origin partners and clean their geodata. Start at least 9 months before the application date that applies to your company size.

Do we need polygons for every plot?

The regulation's geolocation definition allows a single point for smaller plots and requires polygons above a size threshold, so read Article 2 of Regulation (EU) 2023/1115 for the exact rule. In a typical cocoa chain, 80 to 90 % of plots are smallholdings, which keeps polygon mapping manageable.

Can the platform connect to our ERP?

Yes, contracts, purchase orders and shipments stay in your ERP and the platform reads them through an API. An integration of this kind usually adds 8,000 to 20,000 EUR to the build.

What if an origin partner cannot provide geodata?

The platform flags the lot as non-compliant and blocks the statement, so you can route that volume to non-EU buyers. Field mapping support at origin costs roughly 1 to 3 EUR per plot in West Africa.

Does the platform work for other commodities?

The same model covers rubber, palm oil, soy or timber once the processing steps are configured. Adding a commodity usually costs 15 to 25 % of the initial budget.
